County Executive Appoints Ann Dunkin Chief Information Officer

SANTA CLARA COUNTY, CALIF.— County of Santa Clara County Executive Jeffrey V. Smith, M.D., J.D., has appointed Ann Dunkin, P.E., as the County’s Chief Information

Officer, effective February 16, 2017.

Dunkin will be responsible for leading a staff of nearly 800 information technology professionals and coordinating technical services to County Departments that manage their own software applications.  Collectively, these staff supply and support information technology for the County’s 18,000 employees and, by extension, nearly two million county residents.

“Ann is a proven leader of change and transformation, and the kind of leader the County needs to maximize the use of technology on behalf of our customers, clients, employees and community partners,”   said County Executive Jeffrey V.  Smith. “Her experience balancing business, technology and people in a variety of settings is ideal to both leverage existing technology and increase the County’s capacity to meet customer expectations that increase every year.” 

Dunkin brings a wide range of both public and private sector experience to the County, and is known as a transformative leader. She has most recently held the position of Chief lnformation Officer for the US Environmental Protection Agency (EPA), a 15,000 employee federal agency with an overall budget of $8.1 billion per year and an information technology budget of approximately $600 million. During her tenure at EPA, which she joined in 2014 as a political appointee, she also served as a Senior Advisor to EPA Administrator, Gina McCarthy.

During her tenure at the EPA, Dunkin became one of the leaders of the federal government’s Digital Services movement, transforming the way that the government, including EPA, buys, builds and delivers technology. She created the EPA lnnovation Fellowship to expedite the hiring of limited term Federal employees and led the development of a series of agile acquisition vehicles to allow programs to purchase services at "the speed of need.” Under her leadership, EPA IT delivered results to support key EPA priorities, including e-Enterprise, the Agency’s program to deliver 21st century environmental protection through better collaboration with the states, tribes and the regulated community. Her team also collaborated with the enforcement community to utilize data analytics for planning and worked across the agency to reduce the burden on the regulated community by automating several of the remaining manual data submissions.

“I am excited to return to the Bay Area and to have the opportunity to work at the local level again, especially, for Santa Clara County,” said Dunkin. “The most important public services are delivered at the county level and I’m looking forward to helping the County’s IT organization deliver services more efficiently and effectively.” 

Before joining EPA, Dunkin served as the Chief Technology Officer for the Palo Alto Unified School District (PAUSD). Prior to this experience she worked for Hewlett-Packard for 20 years in a variety of engineering and senior management positions in R&D, IT, Manufacturing Engineering, Software Quality and Operations.

Over the course of her career, Dunkin has served a variety of professional societies in leadership roles. During her tenure at the EPA, she was a member of the Federal CIO Council and the Federal Privacy Council. In 2009, she served as the General Chair of the Winter Simulation Conference (WSC). She served as a board member and board officer on the WSC board of directors from 2009-2014 and as an editor of the International Journal of Advances in Software, and currently serves on the Georgia Tech Industrial and Systems Engineering Alumni Advisory Board. She is a member of the Institute of Industrial Engineers.

Ann Dunkin holds a Master of Science degree and a Bachelor of Industrial Engineering degree, both from the Georgia Institute of Technology. She is a licensed professional engineer in the states of California and Washington.
