County of Santa Clara Chief Procurement Officer Appointed

SANTA CLARA COUNTY, CA — County of Santa Clara Chief Operating Officer Miguel Màrquez has appointed Ms. Miriam Singer to the position of Chief Procurement Officer. Ms. Singer joins the County of Santa Clara following 35 years of public service and procurement experience with Miami-Dade County, FL, including serving as Chief Procurement Officer for the past six years.

“We’re excited that Miriam has joined our team to lead the County’s ongoing efforts to build a highly competitive environment in which the county’s taxpayers receive the best value for the billions of dollars of goods and services purchased every year,” Màrquez said.

The County of Santa Clara spends approximately $2 billion each year to purchase goods and services. The Chief Procurement Officer, a newly created position, will provide oversight to all County procurement and contracting efforts to ensure the County can obtain the best value in the procurement of goods and services to meet its objectives.

Singer brings 18 years of senior management experience in procurement management operations for capital and non-capital goods and services in Miami-Dade County, a government organization that provides essential services to 2.6 million residents and over 44 million visitors on an annual basis.

She has served as the Chief Procurement Officer and Internal Services Department Senior Assistant Director since 2011 at Miami-Dade County. She also held the position of Director, Department of Procurement Management from 2005-2011, and was Deputy Director from 2000-2005. Singer developed and implemented a center-led procurement organization that is nationally recognized for providing best value procurement solutions through significant negotiation achievements, as well as enhanced competition, transparency and inclusion in governmental contracting operations.

She has a successful track record in serving the community through effective business relationships with external and internal stakeholders including over 12,000 vendors and 25 County departments with 26,000 County employees. The center-led procurement organization has multi-year contracts for professional services, commodities and operational support services valued at $6 billion.

Singer has effectively implemented technology solutions – and enhanced procurement policies and operational improvements – as the lead senior executive responsible for countywide procurement, fleet, risk, parking operations, the County’s self-insurance fund as well as the department’s human resources and budget operations (capital and operating).

Singer, a Certified Public Purchasing Officer, holds a Master of Public Administration and a Bachelor of Arts from the University of Miami, Coral Gables, FL. She is a governing board member for the National Institute of Government Purchasing, and a member of the U.S. Communities Advisory Board and the Institute for Supply Management.

Singer is fluent in English and Spanish. Her appointment is effective Jan. 3, 2018.
